Trump Signs Executive Order To Roll Back Regulations On Businesses : NPR

President Donald Trump signed yet another executive order Monday morning, fulfilling another campaign pledge.
The intent of his latest order is to eliminate two federal regulations for every new regulation enacted. During the signing photo op, he said “We’re cutting regulations massively for small business and large business,…This will be the biggest such act our country has ever seen.”
Although the intent of the executive order is to reduce regulations on U.S. business, according to the wording of the document, No ‘Massive cutting of regulations’ will occur unless New Regulations are Proposed AND Enacted.
The order stipulates in part:
“Unless prohibited by law, whenever an executive department or agency (agency) publicly proposes for notice and comment or otherwise promulgates a new regulation, it shall identify at least two existing regulations to be repealed.”
The new president said earlier Monday that he wants to eliminate “a little more than 75 percent” of the regulations now on the books. “We don’t need 97 different rules to take care of one element,” he said. However he did not explain what “one element” requiring “97 different rules” he was referring to as an example.

The National Federation of Independent Business seemed pleased with the new order, however many environmental groups were in no way pleased. Center for Biological Diversity director Kieran Suckling called the new policy “as dumb as it gets.” In a statement, Suckling said, “So you’ll protect my drinking water but only in exchange for allowing oil drilling in national parks and more lead in my paint?”
Cutting regulations is easier said than done, requiring a lengthy process involving public comment.
With some 80,000 pages in the Federal Register, where all federal rules are published, the Trump team may discover rolling back regulations isn’t as easy as it sounds on paper. In order to repeal a regulation, a federal agency has to go through the same notice and comment rule making process used to formulate new regulations. And that generally takes at least a year.
